Shirley Svorny Obituary, Death Cause: I regret to inform you that Shirley Svorny, a friend and adjunct scholar at the Cato Institute, passed away on October 20 as a result of multiple myeloma. Shirley was just two weeks away from turning 71.
Shirley Viola Svorny was born in Los Angeles and attended the University of California, Los Angeles for her undergraduate, graduate, and Ph.D. studies in economics.

She established the San Fernando Valley Economic Research Center at CSUN in 1996 and held the position of director for four years. She presided over the CSUN economics department from 2003 until 2009. She changed to professor emerita status after 2013.
When Shirley and her husband Robert C. Krol coauthored a Cato Journal article in 1994 that provided proof that state labor, banking, and transportation laws had “negative employment and output implications,” Shirley’s work was initially associated with the Cato Institute. The pair argued in Cato’s Regulation magazine in 2004 that moral hazard contributed to the failure and demise of the publicly owned Los Angeles Community Development Bank. It’s possible that more federal officials ought to have read that essay given what transpired a few years later.
